This year’s World Down Syndrome Day on March 21 has a call to action for governments.
And many Metro Vancouver municipalities, including Port Coquitlam, have stepped up by building awareness and issuing proclamations to acknowledge the dedicated day that’s been observed by the United Nations since 2012.
Last week, Port Coquitlam joined city councils in Richmond and Mission to mark the global awareness day, as requested by the Lower Mainland Down Syndrome Society.
Sandy Fong, a board member of the Surrey-based group that’s led by Theresa Preston, told Port Coquitlam council and staff that the organization is grateful for the recognition.
“This proclamation is not just a piece of paper,” he said at the March 11 council meeting. “It is a testament to the hardworking and dedication of our members, volunteers and supporters. It acknowledges the importance of inclusion, acceptance and celebration of diversity within our community.”
Fong added, “We believe that every individual with Down Syndrome has unique talents and abilities that enrich our society. The proclamation reinforces our commitments to advocating for their rights, providing essential resources and fostering an environment where everyone can thrive.”
This year’s theme, Improve Our Support Systems, urges governments to provide more help, and it will be topic of discussion at the 14th World Down Syndrome Day conference at the United Nations headquarters in New York on March 21.
Discovered by Dr. Langdon Down in 1866, Down Syndrome is a mix-up in the genetic blueprint that happens at conception; people with the condition have an extra #21 chromosome.
In B.C., it affects one in every 691 babies.

Here is the proclamation read out by Port Coquitlam Mayor Brad West:
“Whereas: March 21 is recognized globally as World Down Syndrome Day, officially observed by the United Nations, symbolized the triplication of the 21st chromosome which causes Down Syndrome. This day is dedicated to raising public awareness, promoting inclusion, and celebrating the lives and achievements of individuals with Down Syndrome; and
Whereas: Research and early intervention have dramatically improved the life span and potential of those who are affected by Down Syndrome, but more investigation is needed into the causes and treatment of Down Syndrome. Individuals with Down Syndrome contribute significantly to our community, and it is essential to provide them with adequate access to healthcare, education, and support services; and
Whereas: Possessing a wide range of abilities, people with Down Syndrome are active participants in educational, occupational, social, and recreational activities in our communities. People with Down Syndrome have tremendous potential to live full and fulfilling lives as contributing members of the community; and
Whereas: We encourage all community members to participate in events and activities that promote awareness and inclusion, and urge local organizations, businesses, and schools to support and celebrate World Down Syndrome Day; and
Whereas: We reaffirm our commitment to ending stereotypes and discrimination against individuals with Down Syndrome, and to promote policies and practices that ensure equal opportunities and rights for all.
Now therefore: I, Brad West, Mayor of the Corporation of the City of Port Coquitlam, do hereby proclaim March 21, 2025, as World Down Syndrome Day in Port Coquitlam.”
