Illegal dumping frustrates Richmond building supervisor

Building manager struggles with finding a solution between the city and the police.

A Richmond building supervisor is stuck between a rock and a hard place because of an illegal dumper outside his city centre premises.

Jack Dabrowski, who manages a mixed-use tower near No. 3 Road and Westminster Highway, discovered a huge amount of old commercial blinds, paint and construction material in front of the on-site dumpster, earlier this month.

The building’s surveillance footage revealed a man, who Dabrowski claims is not a business owner or resident of the building, unloading the garbage from his truck and driving off.

Dabrowski said he has the offender’s license plate and has passed that to the police.

However, despite having photos and video of the perpetrator, Dabrowski claims he was told by Richmond RCMP that the incident was a “city bylaw issue” while the City of Richmond say they “do not get involved in private property cases.”

“This is ridiculous,” said Dabrowski, adding that other unauthorized people also use the dumpster, albeit discarding their trash in the bin, as opposed to the man in question.

“Someone needs to just let the guy know that he’s going to be billed for this (clean-up) and it might be a good chance that he will never do it again because he just got caught.”

He was also told by the city that the property owner will be fined for “unsightliness” if the garbage and mess is not cleaned up.

“Illegally dumping on private property is, unfortunately, an issue for the property owner who becomes responsible for the clean-up,” said city spokesperson Clay Adams.

The Richmond News has reached out to Richmond RCMP who said officers are investigating the case.
