Former city CAO top earner at Richmond Olympic Oval

The city has published 'sunshine lists' including top earners at the Oval, library and the city's energy corporation.

The city has published top salaries for employees at the Oval, the library and Lulu Island Energy Corporation.

The former head of Richmond’s city bureaucracy was the highest paid employee at the Olympic Oval in 2023.

George Duncan, who was the chief administrative officer at the city from 1997 to 2022, earned $345,777 in 2023 as the CEO of the Richmond Olympic Oval Corporation.

According to his LinkedIn profile, Duncan retired from his position as the Olympic CEO on July 2.

As the CAO of the City of Richmond, Duncan earned $367,367 in 2021, his last full year with the city.

Salaries of employees earning more than $75,000 at the Richmond Olympic Oval, the Lulu Island Energy Corporation and the Richmond Public Library were made public after a motion asking for “sunshine lists” from city council, initiated by Coun. Kash Heed.

The second highest paid employee at the Oval was Gerry De Cicco, who earned $227,501 as the managing director.

The third highest salaries at the Oval went to Shana Wagner and Rick Dusanj, who both earned $181,796 in 2023.

According to the city's annual financial statements, expenses at the Oval rose from about $16.84 million in 2022 to $19.2 million in 2023. 

As for Richmond public libraries, the highest paid employee was chief librarian Susan Walters, who earned $205,409 in 2023.

The highest paid employee at the Lulu Island Energy Corporation was Alen Postolka, who earned $155,243 as the director and chief operating officer.
