Environment Canada is warning of snow and arctic air set to plunge temperatures to near record lows across Metro Vancouver, including Richmond.
A Pacific weather system is bringing snow to Metro Vancouver Friday morning, while coastal communities will experience "strong and bitterly cold outflow winds" beginning Saturday night, due to an Arctic ridge of high pressure over the Interior, according to weather warnings issued by Environment Canada.
In a snowfall warning, the weather agency said the region could see 5 cm of snow accumulate "over a short period of time" early Friday morning.
The snow could impact the morning commute.
A second warning posted by the weather agency states the South Coast will experience near record cold temperatures between early Sunday morning and Wednesday afternoon.
Arctic outflow winds, combined with falling temperatures, will produce wind chill values below -20C.
These cold windchill values are more likely to be seen in mainland inlets and "areas that are exposed to outflow winds."
"Frostbite and hypothermia can occur within minutes if adequate precautions are not taken when outdoors. Any outdoor activity exposes you to an increased risk of frostbite. Minimize exposed skin with hats, scarves and mittens or gloves. Anyone who is not dressed warmly is at risk of frostbite and hypothermia in cold weather," Environment Canada said.
"Public Safety Canada encourages everyone to make an emergency plan and get an emergency kit with drinking water, food, medicine, a first-aid kit and a flashlight."
Richmond has opened the South Arm Pool Warming Centre in response to the cold temperatures, which will remain open until at least Sunday, Dec. 26.
Its operating hours are 7 p.m. to 7 a.m. to provide basic accommodation and services for Richmond residents experiencing homelessness.
The city has also outlined its snow response plan, which includes a centralized control centre and over 40 specialized pieces of equipment and vehicles to help clear snow and ice, plus 1,000 tonnes of salt on site at the Works Yard.
