New changes proposed to improve pedestrian infrastructure and parking in Steveston

Improved pedestrian infrastructure is being proposed for Moncton and Bayview streets in Steveston.

Richmond City Council approved changes to enforce angled parking on Chatham Street and improve pedestrian infrastructure on Moncton and Bayview streets in Steveston at a planning committee meeting on Oct. 16. 

The changes are part of a long-term Steveston Streetscape Vision for 2024.

As per a survey collected by city staff, which received 944 responses, for the four streetscape concept options, Option 2 was ranked first. 

The option proposes to allow more on-street parking and directing vehicular traffic to Chatham Street and making Moncton and Bayview streets pedestrian-and-cyclist-oriented. 

“I do think the Steveston area in general does need a bit of a refresh and improvement to some of the different traffic aspects that we have there,” Coun. Andy Hobbs said. 

The Steveston Merchants Association expressed parking management as the biggest concern for businesses in the area. 

Some of the changes that will be made include reducing travel lane widths, and introducing angled parking on the south side while maintaining parallel parking on the north side of Chatham Street, leading to an increase of 40 on-street parking stalls. 

Moncton Street would see a reduction in travel lane widths and expanded sidewalks on the north side.

Bayview Street would be converted into a shared street for pedestrians, cyclists and vehicles, along with additions such as patios and other street furniture. 

A protected zone for vulnerable and accessible individuals will also be taken into account to ensure “the shared street services all users.” 

Except for allowing angled parking on Chatham Street, other changes will not take effect until 2026, after a concept design for the project is approved.

The project will be completed at a cost of $200,000 as per staff.
