This morning at YVR, at around 6 a.m., the mercury dipped to -6, two degrees colder than Feb. 23 in 1993, according to https://vancouver.weatherstats.ca/.
The coldest February temperature in Vancouver history was -16.1 °C, which was recorded on Feb. 1, 1950.
