Re: Update: 27-year-old 'N' driver caught speeding at 169 km/h in Richmond

Every time a driver passes me, or is seen doing something radical, it is always an “N.”

196 kilometres an hour - that is 300 per cent higher than the speed limit including the freeway.

Why is he having the licence returned at all?

No punishment at all.
